Reach? Leverage?

hello,,
my doubt is, will a short bike with a long stem and a high rise bar be the same as a long bike with a "normal" stem?(we are talking about mod)

i mean, if the same force(ie, doing a gap) is done to a shorter frame with a long stem or to a longer frame with a normal stem (the reach is the same in both), wich one would go farther??

aparte from that, i ride a neon bow, and its wb is 1020 with echo urban fork, but im 1,75 mts(68.9") and i feel it kinda short do you think its worth gettin the ttech high rise bars?? how its gonna affect my riding?


my current stem is a viz forged(175x35*) and zoo riser bars
also i cant change my frame
